Massachusetts consistently faces higher energy costs than the national average. In 2025, the state faced the fifth-highest electricity prices in the country, at 25.56 cents per kWh. A major factor driving up electricity prices is the state’s limited access to affordable and reliable natural gas, which spikes prices in winter when natural gas is in high demand for home heating.

In a new study for the Fiscal Alliance Foundation, Always On Energy Research estimates what Project Beacon, Enbridge’s proposed expansion of the Algonquin Gas Transmission pipeline, would have saved the state’s households and businesses in recent winters.

  • The average residential account would save $76 per winter, on net, based on historical data.
  • Commercial and industrial customers could save $622 and nearly $4,600, respectively.
  • Additional capacity along the Algonquin Gas Transmission pipeline would reduce average fuel oil consumption by 8.4 million gallons by reducing oil-fired electricity generation by around 35 percent.
